Brigadier General (Ret.) Billy J. Stalcup Our beloved patriarch, Billy, passed away in the early hours of Saturday, July 11. He will be remembered as a good and kind man, a devoted husband to his wife of 65 years, Nicole, and a loving father to his children, Cathy (Allan) and Steve. He was a fun and generous grandfather to Tanner, Trevor, Isabelle, Natasha, and Sophie. He was known as a person with a sharp, mechanical mind who could fix any car or repair any household item with ease. He taught himself musical instruments as a boy and could play the harmonica, banjo, guitar, and piano without the ability to sightread a note. He was passionate about his cars and would proudly attend East Tennessee State University (ETSU) events in his '57 Chevrolet or go to car shows with his '74 Corvette. In addition to his wife, children, and grandchildren, he is survived by his brother John Paul (Betty); his sisters- and brothers-in-law; and his nephews and nieces who live in Tennessee and France. He was a native of east Tennessee, born in Butler, attended high school at Mountain City, and graduated from ETSU in 1957. His ancestors reflected America's history. On his paternal side, his Swedish ancestors came to America in 1641 and settled in Wilmington, Delaware. On his maternal side, he is the descendant of one of the Mayflower passengers. He proudly served in the U.S. Army for more than 30 years. He was commissioned as a second lieutenant through the university's ROTC program. After his basic training, he was sent to Fontainebleau, France, where he met his wife, and served there for three years, followed by two years in an Armored Cavalry Regiment at Fort Knox, Kentucky. He was selected for the Quartermaster Advanced Course and assigned to Fort Lee, Virginia, and then assigned as an ROTC instructor at the University of Pennsylvania. While on this assignment, he attended airborne school and became a paratrooper. Next, he was sent to Vietnam, where he was responsible for supporting numerous combat operations in the highlands. Returning to the U.S., he became executive officer for the depot in Mechanicsburg, Pennsylvania, followed by attendance at the Command and General Staff College in Kansas and an assignment to the Netherlands in a NATO position. For his next duty, he was sent to Thailand, supporting military efforts in the Far East. Again returning to the U.S., he was stationed at Fort Meade, Maryland, as an advisor to Army Reserve and National Guard units in five states. His next assignment took him to the Pentagon and service with the Department of the Army Logistics Staff. From there, he went to Kaiserslautern, Germany, and later to Camp Carroll, the principal U.S. military support base in Korea. During his Korean tour, he was promoted to Brigadier General and reassigned to Washington, D.C. After service in Zweibrucken, Germany, assisting with logistical support of Army units in Germany and Italy, he returned to Washington, D.C. and retired in 1989. Awards included the Distinguished Service Medal, Legion of Merit (four awards), Bronze Star Medal, Meritorious Service Medal (two awards), Air Medal, Joint Service Commendation, Army Commendation Medal (two awards), Vietnam Service and Campaign Medals, He has been presented with awards by the governments of Korea, Cambodia, and France. He was inducted into the U.S. Army Quartermaster Hall of Fame at Fort Lee, Virginia. His burial will be at the Arlington National Cemetery at a date to be determined.
