Obituary for Victoria Baker Moss

Victoria Baker Moss of Kinsale, VA, and previous long time resident of Alexandria, VA, passed away peacefully on January 8 at the age of 69. Born in Fort Campbell, Kentucky, Victoria (“Vicky”) was the second daughter of James O. Baker Col (Ret) USA and Muriel Norine McDonald. Vicky spent her childhood living extensively throughout the United States as well as Okinawa, Japan and Heidelburg, Germany. A graduate of Mt Vernon H.S. in Alexandria, VA, Vicky went on to attend the University of Georgia where she received her undergraduate degree in Early Childhood Education in 1970. It was at The University of Georgia she met Thomas C Moss (deceased), and in August of 1970 Vicky and Tom were married at the University of Georgia Chapel.
In 1977 Tom and Vicky moved to Starkville, Mississippi, where Vicky earned her Masters and Doctorate Degree in Early Childhood Education at Mississippi State University. In 1982 the Moss family moved to Japan where Vicky worked as a Reading Specialist for the DODD schools. It was here Vicky began her career working for the Department of Army as the Director for Child and Youth Services. In 1986 Vicky continued her work in education for the Department of Army as the Program Manger for School-Age Services. In 1999 Vicky left the Department of Army and began working for GSA. While at GSA she was most proud of her work as the Senior Policy Advisor and Chief of Staff for the Office of Child Care. In 2010, Vicky retired from the Federal Government and enjoyed her retirement on the water in Kinsale, VA. She travelled extensively during retirement visiting friends and family along the way. Vicky is survived by her daughters Beth Burke (John) and Jenny Van Riper (Chad), as well as five grandchildren, Jack, Nicholas, Will, Conner and Caroline. The time she spent with her grandchildren brought her tremendous joy.
Vicky was a member of the Daughters of The American Revolution (Nelly Custis Chapter), The Colonial Dames, and active in the Washington Tokyo Women’s Club and the White Point Yacht Club.
