Dr. Jerome L. Hauer

Dr. Jerome M. Hauer of Alexandria, Virginia, passed peacefully with family by his side on August 11, 2023. He is the beloved husband of Traci Hauer; loving father of Michael Hauer; brother of Deborah Schwartz and brother-in-law of Teri Brown. Dr. Hauer was a leading expert in emergency preparedness and response, and had a long record of public service in medical and public health crisis planning and response and homeland security. Most recently, Dr. Hauer was a Senior Advisor at Teneo and served on the Board of Directors for Emergent BioSolutions. Prior to joining Teneo, Dr. Hauer was appointed to serve as Commissioner of the Division of Homeland Security and Emergency Services for the State of New York. As Commissioner, he oversaw the State Office of Emergency Management, the Office of Fire Prevention and Control, the Office of Interoperable and Emergency Communications, served as the Director of the Office of Counterterrorism. He chaired both the Disaster Preparedness Commission and the Executive Committee on Counterterrorism. In 2002, Dr. Hauer served as the first Acting Assistant Secretary for the Office of Public Health Emergency Preparedness at the U.S. Department of Health and Human Services. During his tenure, Dr. Hauer was responsible for coordinating the country’s medical and public health preparedness and response to emergencies, including acts of biological, chemical, and nuclear terrorism. Previously, Dr. Hauer served as Director of the Office of Public Health Preparedness and Senior Advisor to the Secretary for National Security and Emergency Management during the events of September 11, 2001 and the nation’s anthrax crisis. In 1996, Dr. Hauer was named the first Director of the Office of Emergency Management for the City of New York. In this role, Dr. Hauer was charged with coordinating the city’s planning for and response to natural and man-made events, including acts of terrorism. Under his leadership, New York became the first city to develop a bioterrorism response plan and to do large-scale bioterrorism exercises. Other previous positions include Executive Director of the State of Indiana’s Emergency Management Agency and Deputy Director for Emergency Management for the City of New York's Emergency Medical Services. Dr. Hauer earned his Ph.D. from the Defense Academy of the United Kingdom/Cranfield University in disaster medicine and nuclear terrorism. He received his MHS from Johns Hopkins University and his BA from New York University. There will be a private graveside service. A memorial service celebrating Dr. Hauer’s life and legacy will be held next month in New York City.
